The 54-page report, “Looking the Other Way: EU Failure to Prevent Surveillance Exports to Rights Violators,” assesses how the EU’s landmark Dual-Use Regulation, adopted in 2021, is functioning in practice. The regulation was intended, in part, to prevent the export of dual-use technologies—those that may be used for both civilian and military purposes, including commercial surveillance technology—to places where they are likely to be used to violate international humanitarian or human rights law. But that goal is not being achieved because it is not being implemented effectively.

The 85-page report, “Farmers Have No Freedom: Abuse and Exploitation of Cotton and Wheat Farmers in Uzbekistan,” documents abusive conditions under which these farmers work, including mandatory quotas for crops on land they lease from the government, to be sold at centralized set prices, enforced through penalties for not meeting the quotas, even though required yields may not be achievable. Authorities use threats and violence against farmers who do not meet the quotas, and penalties may include seizing the land. Farmers face non- or late payments by cotton-textile and wheat companies, while authorities have failed to enforce court orders compelling the companies to pay.

The 47-page report, “‘Silencing the Streets’: The Right to Protest Under Attack in the UK,” documents that the UK’s Labour government has failed to reverse sweeping anti-protest laws introduced by the previous Conservative government. Instead, Labour has attempted to expand them with the Crime and Policing Bill 2025 and through the unprecedented misuse of terrorism legislation to target and criminalize peaceful protest. The Crime and Policing bill, pending before parliament, is to be debated in the House of Lords in January 2026.

The 45-page report, “Like a Prisoner in My Home’: Coal Fueling Toxic Air in Bulgaria” analyzes the data revealing alarmingly high air pollution levels in Dimitrovgrad, a town in southern Bulgaria, which hosts Maritsa 3, one of the country’s oldest coal plants. Maritsa 3 emits hazardous air pollutants, which contribute to poor air quality that harms the health of local residents, particularly children.

The 73-page report, “Exceptional Failure: France’s Persistent Education Shortcomings in Mayotte,” finds that Mayotte’s municipalities often impose significant and arbitrary barriers to school enrollment, including by demanding documentation not required by law. Children who are enrolled often attend overcrowded schools ill-equipped to meet their basic needs, such as access to drinking water, sanitation, nutritious food, and a safe learning environment. Children living in informal settlements known as bangas, are particularly affected, as are children from migrant families.

The 51-page report, “Protected No More: Uyghurs in Türkiye,” finds that Uyghurs’ previous access to international protection status, and indeed preferential treatment under the Turkish immigration system, is being nullified as authorities arbitrarily mark their police and immigration records with “restriction codes,” denoting them a “public security threat.” The government detains some Uyghurs in inhumane and degrading conditions, and coerces them to sign voluntary return forms, putting them at risk of removal to third countries that have extradition agreements with China.

The 142-page report, “‘They Accused Me of Trying to Go to Europe’: Migration Control Abuses and EU Externalization in Mauritania,” documents abuses by the Mauritanian police, coast guard, navy, gendarmerie, and army during border and migration control, including torture, rape, and other violence; sexual harassment; arbitrary arrests and detention; inhumane detention conditions; racist treatment; extortion and theft; and summary and collective expulsions. The crackdowns and rights violations were exacerbated by the European Union and Spain, bilaterally, continuing to outsource migration management to Mauritania, including through years of support to Mauritania’s border and migration control authorities.

The 50-page report, “Disrupted, Throttled, and Blocked: State Censorship, Control, and Increasing Isolation of Internet Users in Russia,” documents the impact of the government’s increasing technological capacities and control over the internet infrastructure. Human Rights Watch found that this allows the authorities to carry out more widespread and nontransparent blocking and throttling of unwanted websites and censorship circumvention tools, as well as internet disruptions and shutdowns under the pretext of ensuring public safety and national security.

The 93-page report, “Hunted From Above: Russia’s Use of Drones to Attack Civilians in Kherson, Ukraine” and an accompanying web feature, document how Russian forces appear to be deliberately or recklessly carrying out drone strikes against civilians and civilian objects with these mostly inexpensive commercially available drones. The attacks spread terror among the civilian population and cause them to fear leaving their homes, and have caused the depopulation of the two areas being targeted in Kherson.

The 101-page report, “From Bad to Worse: The Deterioration of Media Freedom in Greece,” documents the hostile environment for independent media and journalists since the New Democracy government took office in July 2019, including harassment, intimidation, surveillance, and abusive lawsuits, all of which contribute to self-censorship and chill media freedom. Human Rights Watch also found the use of state funds to sway coverage, and editorial influence over public media, further exacerbating this climate. These conditions undermine freedom of expression and the public’s right to information.

The 73-page report, “‘It’s Happening Even Without You Noticing’: Increasing Barriers to Accessing Sexual and Reproductive Health Care in Romania,” documents that, although these rights are partially protected under Romanian law, in practice women and girls are regularly and systematically thwarted in their efforts to exercise these rights.

The 81-page report, “‘It Tears You Apart’: Poverty and Gender in Germany’s Social Security System”, documents increasing poverty and the failure of the German social security system to ensure the right to an adequate standard of living for many people. In particular, the lack of adequate support affects single mothers raising young children and older women living alone on low incomes.

The 63-page report, “Living in Fear and Humiliation: Rising Xenophobic Harassment and Violence towards Central Asian Migrants in Russia,” documents that Central Asian migrants, mostly from Uzbekistan, Tajikistan, and Kyrgyzstan working in Russia face ethnic profiling, arbitrary arrests, and harassment by police and private actors, including far-right nationalist groups. Migrants are also subject to new, often abusive administrative restrictions. Following the attack, Russian officials doubled down, fanning the fire of racist and anti-migrant public sentiments. Russian authorities should condemn any expression of xenophobia, including by their own officials, and work to ensure full compliance with the rights of migrants.
