On a small scale (apartment building, street)... easy.

The hardest part is indeed permits, especially when there are many small plots with private owners.

HN's front page is basically a mood ring — the same project is "genius" and "doomed" within six hours of each other. I got tired of bouncing between three aggregators just to see what was actually trending, so I threw together a little page that pulls trending links into one spot. Didn't fix HN's split personality, but at least now I've only got one tab arguing with itself instead of five.
