Whether or not this was the intention, the "C:\" is probably more synonymous to most with command-line so that it is more about recognition of the subject matter, than an accurate representation of it.

Hopefully it's just someone who usually works on windows that packaged valid content as an app without reflecting upon it. Silly mistake, but it can still be a good app I guess.
