I'm dutch it's two words indeed. Verzonnen is made up and bedacht is invented and uitgevonden is ook invented. Uitgevonden sounds as your word. But it's not used when something is verzonnen.

German here: You are right, erfunden has both meanings. In my perception „ausgedacht“ is also used for made up.
