Replaces MockPlugin with WindowManagerGala which allows us to test user interactions, workspace management, memory leaks, etc.
For demonstration purposes I created ActionFilterTest. It's not super useful but if you have any ideas for a better test, I'll replace it
Similar to #2833 I first compile gala (the window manager) into the library (without installing it to the system) and then use it for tests and for building the gala binary
